Recapture describes the process of capturing an item that has already been captured at least once.
Technically, there's no difference between capturing and recapturing an item.
The command simply starts a capture action, selecting targets based on items that have already been captured in the archive. But if you were to select those same items in the Finder and start a capture, the results would be identical.
